Modern system of international relations established a special responsibility of the Security Council's permanent members for sustaining of universal peace and searching for solutions to the greatest global issues. Building a safer world depends on their successful communication. Therefore, it is of utmost importance to look back at the failures of global communication in order to draw lessons. One of them is the process of four-way regulation of the West Berlin Status, which led to the first "color" revolution in Europe – disintegration of the German Democratic Republic. The article provides insight into the analysis of the negotiations on the issue between USSR, USA, Britain and France.

THIS PAPER REFLECTS ON TWENTY YEARS OF THE WALL, AND TEN YEARS OF THE FOUR POWER AGREEMENT, AND THE MEANING THIS COINCIDENCE OF DATES HOLDS FOR GERMANY. THE EVENTS SURROUNDING THE CONSTRUCTION OF THE WALL, AND ESPECIALLY WEST GERMANY'S RESPONSE TO IT, ARE REVIEWED. AN ATTEMPT IS MADE TO COMPREHEND WHAT THE FOUR POWER AGREEMENT ACHEIVED, AND IT IS MADE CLEAR HOW FAR APART THE VARIOUS SIDES WERE FROM ONE ANOTHER. IN THE CONTEXT OF CRITICISM FROM BOTH THE SOVIET UNION AND THE US OVER THE DEPLOYMENT OR NOT OF NUCLEAR MISSILES IN GERMANY, THE ROLE OF INCREASED SENSE OF GERMAN SELF-DETERMINATION IS DISCUSSED.
